What is the definition of a max forward keel in terms of the measurement certificate? Is it where Transom to MPA + MPA to MPB and Transom to MPA + MPC to MPD are as close to class maximum as possible? E.g. 3871 and 3633 respectively?

They way our rule works is that the leading edge of the keel can not be further forward than the sums of those two calculations. The practical result is that the location of the leading edge of your keel must fall within a pretty tight tolerance, regardless of the length of the chord sections. Before the current rule, you could press the entire foil forward by pushing the trailing edge max forward and then going max chord length by adding on to the leading edge. Now, if you push the trailing edge forward, you end up with a keel that has a shorter chord length since the leading edge is pretty stationary.
